This is a very simple but cool song.
You can also play these power chords instead of using the capo

C#m (Bm w/ capo) x46600
B   (A w/ capo)  x24400

These will work, but i think the band plays it with the real chords 
and the capo on the CD, and I think it sounds better anyway.

Played this through with the CD a few times and it sounds right. I thinks it's played without the capo however and the chords are like this:

it's not that they capo it but its that they used a twelve string guitar instead of the regular 6 string.

what's the difference between a twelve string and a six string?

The 12 strings have well 12 strings, I don't play one and I don't know much about them, But if I'm right the stings are paired together and tuned a little higer than the one before it,and they have a higher sound than a six string,here's a link to a wikipedia page about them if you are really curious.

Just saw them play this live a couple days ago. Two acoustic guitars on stage -- a six-string playing rhythm chords (open: C#m, B, A) and a twelve-string playing the "lead" riffs. They played the acoustic version of the song, like the bonus track on the New Surrender CD; the Cities recording probably uses different instrumentation.
